Enhancing Lives through Action (ELTA) was founded in 2003 as a multi-purpose human service agency. The mission of this non-profit organization is to enhance the quality of life of low-to-moderate income Philadelphia residents. Toward this end, the agency will initially provide a workforce development program (Philadelphia Career Empowerment Program) and branch into other services geared towards children, youth, families and senior citizens.
